The published BayanPay 1.0.0 package contains OpenCart 2.3 and 3.x installers. A suitable BayanPay merchant account is required. The package does not include an OpenCart 4 installer.

No. Your merchant agreement, gateway availability, credentials and transaction fees are managed separately with BayanPay.
